Article I
- The name
of the Association shall be the EGYPTIAN OFFICIALS
ASSOCIATION.

Article
II
- PURPOSE: The purpose of this Association shall be: (1) to
promote fraternalism among Officials, (2) to make for more
uniform officiating, (3) to promote welfare of Officials and,
(4) to support, and remain subject to, the constitution and/or
code and philosophy of the IHSA. The rules and regulations of
the IHSA shall always take precedence in that any violation of
the Constitution of the IHSA will be considered to be a
violation of the Constitution of the EOA whether or not
specifically covered by the EOA Constitution.

Article
III
- MEMBERSHIP: Section 1- This Association shall consist of
Athletic Officials Registered, Recognized or Certified with
the Illinois High school Association, in any sport.

- Section 2- Any Registered, Recognized or Certified Officials
living South of the B & O Railroad may apply for
membership by making written application to the secretary. Any
applicant living in the prescribed limits will apply as a
probationary member to the EOA. Said applicant will be
reviewed by the membership committee composed of five members
to be elected each year in April along with the Officers. Upon
review of the application, the body will vote upon the
applicant. The membership committee will propose for vote to
place on probationary status only those applicants who adhere
to and promote the purposes of the organization as outlined in
Article II. Upon the approval of the membership, the applicant
will pay $15.00 for the first years probationary period.
Applicant must attend at least two meetings in football, and
three meetings in basketball during the first year with NO
excuses allowed. After one year, Recognized and Certified
Officials (EOA members) who have seen the applicant work will
vote on the applicant. A 2/3 majority affirmative vote is
needed for membership. At least 3 Officials must vote.
Approval will result in either full membership or associate
membership depending upon the applicant’s status regarding
advancement.

- Upon acceptance of an application, a mimeographed copy of
the Constitution, plus the purpose and objectives of the
organization are to be presented to the applicant, and if
needed, a Certified Official of the EOA will be appointed to
explain in detail these objectives so that the applicant will
not use the organization as only a means of expediting the
opportunity to schedule games. Registered Officials have the
status of Associate member until they advance to Recognized.

- Section 3- Associate members are entitled to attend all
meetings, but are not entitled to vote. An Associate member
must take the examination for promotion at least every 2 years
until they have been advanced to the Recognized group or be
dropped from the EOA. Confirmation of the promotion must be
presented to the secretary. Associate members are to be
instructed by a certified member as in Section 2 when voted
into the EOA.

- Section 4- (1) Annual dues of $15.00 are due and payable
August 1st each year. (2) Any member failing to pay
dues, before the close of the September meeting, will be
dropped. They may be reinstated within 6 months by payment of
the annual dues plus an additional fee of $1.00

- Section 5- Disciplinary
or Dismissal Action.
If any member is involved in circumstances which
reflect a poor image or conduct detrimental to the purpose,
aims or objectives of the EOA, shall have a hearing before a
disciplinary committee appointed for that purpose and composed
of 3 members, who are Certified. If the committee believes the
act(s) warrant disciplinary or dismissal action, they shall
report the case to the President to be brought before the EOA
voting membership. The accused member shall present their
defense, the committee shall present their evidence, and the
membership shall require 2/3 majority vote of the eligible
voters for a dismissal action, and it shall require a simple
majority vote of those present and eligible to vote, for a
reprimand or censure action. Should the membership vote
dismissal action against a member Official, then the area
schools should be notified that said Official is no longer a
member of the EOA.

Article
IV
- OFFICERS: Section 1- The Officers of this Association shall
be President, Vice- President, Secretary-treasure, and
Executive Secretary. The Officers shall be elected at the
April meeting for a period of 1 year.

- Section 2- There
shall be a Board of Directors consisting of the President,
Vice- President, Secretary-Treasure, Executive Secretary and
the immediate Past Presidents.

- Section 3- It
shall be the duty of the Board of Directors to conduct the
business of the Association insofar as it does not affect the
policies of the EOA.

Article
V
- MEETINGS: The
meetings of this Association shall be held on :
- FOOTBALL / VOLLEYBALL- Meeting dates for the
football/volleyball will be the Wednesday prior to the State
Meeting, and the Wednesday after the State Meeting prior to
the season’s opening football date and the second Wednesday
in September and October.

- BASKETBALL / WRESTLING- Meeting dates for
basketball/wrestling will be the second Wednesday in November,
December, January, February and April. No meeting shall be
held in March, and the May meeting date will be set in April.

Article
VI
- AMMENDMENTS: Members missing 3 consecutive meetings in the
sport or sports in which they officiate shall be dropped from
the Association, and will not be in good standing with the
Association. A member having so been dropped may be reinstated
by attending a regular meeting and paying a fine of $2.00.

Article
VII
- HONORARY MEMBERSHIP: Any Officials may request, or be
nominated for, Honorary Membership in the Association, if they
have been a member for 5 consecutive years, does not work more
than 2 football or 4 basketball games in any one season. The
request or proposal may be made at any regular meeting. A
favorable vote of the majority of the members present at any
regular meeting will elect the Official to Honorary
Membership.

- Any Official elected to Honorary Membership shall be exempt
from paying dues but shall be entitled to all the rights and
privileges of membership except those stated in the paragraph
immediately above.

Article
IX
- GENERAL: A
member Official may officiate in a sport in which they are not
Recognized but their name will not be placed on the list of
available Officials until all Recognized Officials are placed.

Article
X
- OFFICIALS LIST: A
member in good standing with the EOA in their sport, will be
eligible to vote on the “TOP 15” Officials list. Only
those Officials who, are in good standing in their sport, will
be placed on the list. Preference will be given to Certified
Officials first, Recognized Officials second, and Registered
Officials third.
